Map shading and charts update based on your county selection and the buttons above each chart
Overdose Count
Show:
Annual fatal overdose death counts for selected substances (Fentanyl, Methamphetamine, Opioids) by county. Use the substance toggles above to show or hide individual drugs. Bar view shows a selected year; Line view shows 2020–2024 trends. Hover bars or points for exact counts. Counts of 1–4 are suppressed per CDC policy.

Overdose Charts — Fatal, Non-Fatal & Comparison
Each section has its own county selector at the top. Pick counties to drive that section's charts. Fatal charts use loaded SUDORS data; non-fatal charts are prototypes awaiting their dataset; the comparison section overlays the two.

Data Sources & Limitations
Fatal Overdose Mortality
Centers for Disease Control and Prevention (CDC). (2020–2024). State Unintentional Drug Overdose Reporting System (SUDORS), Oregon. Accessed 2025. CDC SUDORS .
⚠ Limitations: Counts of 1–4 deaths are suppressed under CDC privacy policy and shown as “< 5”. Rates built on fewer than 20 deaths are statistically unstable and can swing widely year to year. SUDORS may undercount total overdose mortality.
Non-Fatal Overdose (dataset pending)
The non-fatal charts and the non-fatal series in the comparison charts are prototypes; no non-fatal dataset has been loaded yet.
⚠ Limitations: Non-fatal charts show an awaiting-data state. Once loaded, non-fatal and fatal must be read as related but distinct signals — do not treat one as directly proportional to the other.
Substance Categories
Drug involvement is coded from death certificate and toxicology data as reported to SUDORS.
⚠ Limitations: A single death can involve more than one substance, so fentanyl, methamphetamine, and opioid figures overlap and must not be added together. “Poly-substances” is a combined total that already accounts for this.

📖 Dashboard User Guide

A complete guide to every tab, map control, chart, and data feature in this dashboard. Includes plain-language explanations, data source notes, and how-to tips.

🗺 Dashboard Features by Tab

🗺 Tab 1 — SUDORS Fatal Overdose Map (Rate & Count)

Shows county-level fatal overdose data from CDC SUDORS (2020–2024) on an interactive choropleth map.

  • Rate Denominator Buttons: Change the population base for all rates (per 25k/50k/75k/100k). Every map and chart updates instantly.
  • Map Metric Selector: Choose what the map shading shows — average rates 2020–2024, or year-specific counts/rates.
  • County Selector: Click counties in the list or on the map to focus charts on those areas. Hold Shift to select multiple.
  • Rate/Count Toggle: Switch charts between death rates (per population) and raw counts.
  • Line Chart — Policy Events: Vertical reference lines show: M110 decrim (Feb 2021), BHRN funding release (Sep 2022), re-criminalization (Apr 2025).
  • Line Chart — County Lines: Each selected county gets a distinct line style (solid/dashed/dotted) so you can tell them apart.
🏥 Tab 3 — SDOH + Substance Use Services

Shows provider service locations over a social determinants map. Darker shading = higher value of the selected indicator.

  • SDOH Shading Buttons: Poverty, income, unemployment, rent burden, no insurance, disability, and more (ACS 2019–2023).
  • SUD Providers (purple): OHA-certified SUD organizations and providers.
  • MOUD / Buprenorphine (blue): Medication-assisted treatment prescribers from SAMHSA.
  • Opioid Treatment Programs (red): Methadone clinics and full-service OTPs.
  • Peer Support Specialists (green): OHA-certified PSS from the PSS Registry.
  • Naloxone Pharmacies (orange): Pharmacies dispensing naloxone without a prescription.
  • BHRN Network Orgs (gold): 2025–29 BHRN grantee organizations.
📊 Tab 4 — SDOH + Overdose Outcomes

Combines SDOH county shading with overdose rate bubbles to reveal geographic patterns.

  • SDOH Shading: Same social determinant options as Tab 3.
  • Overdose Bubble Metric: Fentanyl (red), Meth (purple), Opioid (orange), Poly-substances (teal). Larger bubbles = higher death rate per 100k.
  • Bubble color changes with selection — the color updates instantly when you click a different substance button.
  • Counties with fewer than 5 deaths per 100k show no bubble (privacy protection).
📥 Download Tab — Data & Exports
  • SUDORS Data (All / Selected Counties): Overdose rates and counts as CSV.
  • ACS SDOH Data: All 20 social determinant variables per county.
  • BHRN Organizations: Complete grantee directory with service codes and contacts.
  • Combined County Summary (CSV / Excel): One row per county merging all datasets.
  • PDF Snapshot: Navigate to any tab first, then click Save PDF to capture it.
  • Data Dictionary: Full description of every variable in the combined dataset.

⚠ Data Notes
  • If a county had fewer than 5 deaths, the exact number is hidden to protect people’s privacy — this follows rules from the CDC and Oregon Health Authority
  • Overdose death data (SUDORS) covers years 2020–2024. Social factors data (ACS) covers 2019–2023.
  • The list of Behavioral Health Resource Network (BHRN) organizations reflects the 2025–2029 funding round
  • Naloxone pharmacy locations were last updated in April 2019 and may not reflect what is currently available
